LUC - Coy and Starr Intersection Improvement Project

arrasignConstruction to upgrade the intersection of Coy Road and Starr Avenue with a new traffic signal will begin in June 2010.  The intersection will be widened to accommodate left turn lanes on all approaches and a right turn lane for eastbound Starr Avenue at Coy Road. 

The City has been awarded $194,201 in funding through the American Recovery and Reinvestment Act of 2009 (ARRA) Federal Stimulus Program and $350,000 in funding from the Federal Highway Administration (FHWA) through the Ohio Department of Transportation’s Congestion Mitigation and Air Quality Improvement Program (CMAQ) for the project.

Along with the new traffic signal and turn lanes, the project will also include pedestrian crossings with ADA ramps at the intersection, connecting sidewalks, catch basin modifications, and utility relocations, as necessary, as part of the project.  The new traffic signal and widening will be very similar to the recent improvements at the intersection of Coy Road and Pickle Road.

Prior to the roadway construction, starting the week of May 10, 2010, several utility contractors will begin working within the city’s right-of-way along Coy Road and Starr Avenue to relocate utilities, as necessary, to accommodate the roadway construction and intersection improvement project.

The contractor for the project is B & J Concrete & Construction, 5840 Secor Road, Toledo, OH 43623.  At the pre-construction meeting for this project, they were told to insure minimal inconvenience and adverse construction conditions during this project.  The roadway work should be completed within approximately 90 days, while the traffic signal will take approximately 6 months to complete due to delivery time for the materials.  The current project completion date is October 9, 2010. 

Access to driveways will be available at all times except while the construction operation is in front of the drive.  Emergency access to drives will be available at all times.

The City of Oregon has hired Quality Control Inspection, Inc. (QCI), 40 Tarbell Avenue, Bedford, Ohio 44146 to provide a full time project representative/inspector on the job.  The project representative will be available on site to address any concerns you may have during construction.
